A national footprint multiplies every handoff, exception, and control. Dispatch, compliance, risk, vendors, incidents, product requirements, and executive governance could not operate as separate workstreams in a live service involving minors.
Situation
Rapid national growth required an operating model capable of supporting regulated transportation across multiple U.S. markets without losing rider-specific needs, safety evidence, escalation discipline, or executive visibility.
Approach
The engagement treated frontline execution, policy, technology, and executive control as one connected system—not a collection of independent process documents. Ten workstreams were edited into three operating pillars.

Analysis
The current-state fact base traced one control thread from customer demand through dispatch, CareDrivers, compliance evidence, rider protection, verified completion, and executive visibility. The analysis identified where decision rights, SOPs, incident pathways, vendor standards, and technical requirements had to agree across markets.
Solution
The resulting design connected an enterprise operating model, dispatch workflows, SOP architecture, compliance and incident controls, vendor accountability, executive KPIs, and named decision ownership. Technical requirements translated the operating model into an implementation-ready roadmap.
Implementation
Operating requirements were sequenced into a prioritized delivery path with acceptance logic, governance, KPI cadence, knowledge transfer, and an internal handoff designed to let the organization carry the system forward.
